Good Bye: Cathleen Black, NYC Unqualified Chancellor of Schools, Forced Out!

Cathleen Black, the criminally appointed New York City Schools Chancellor, was officially oustered, under the disguise of a resignation today. The New York State public school governance laws were criminally usurped by Michael Bloomberg and he appointed Cathleen Black as the New York City Schools Chancellor, despite her lack of education qualifications for the job.

Her lack of education experience, coupled with her nonexistent education credentials, caused growls from the community. Her alignments with and support from private eugenic companies, specifically vaccine developers, were threatening and alarming.

But, because of God’s grace and mercy, she is officially out and the Deputy Mayor for Education and Community Development, Dennis M. Walcott will replace her. Is he certified and or licensed in education administration, only time will tell. He has an extensive background in public administration, which is quite different from education administration.

However, he is a former kindergarten teacher and they are not always licensed. He graduated from the University of Bridgeport in Connecticut with a Bachelor's degree and a Master of Education in 1973 and 1974, respectively, and in 1980, received his Master of Social Work from Fordham University.

Why does Michael Bloomberg have a problem with appointing a New York State licensed and experienced education administrator for the job of New York City Schools Chancellor? Is it that he wants to have the schools micromanaged, meaning having an outsider dictate to the Chancellor what to do because of a lack of K-12 experience and education administration expertise?

Puerto Rico is a beautiful Island. Mountains and foothills cover more than half of Puerto Rico’s land. The tallest mountain is Cerro de Punta. It is summer all year long in Puerto Rico. No snow ever falls. No one knows for sure who first lived in Puerto Rico. However, we do know that early settlers called the Igneris spoke the Arawak language. Later in history, the Tainos took over. Why is understanding diverse cultures important in an academic setting?

Cultural understanding in all US schools is critical because according to the U.S. Census Bureau, Hispanics will become the nation's largest minority group by 2020. The nation's Hispanic population has grown almost five times faster than non-Hispanic populations in the last ten years. With these facts in mind, educators must begin understanding and appreciating diverse cultures.

Understanding the diverse cultures of students is based on and begins with respect for and appreciation of cultural diversity. This understanding extends to deeper elements such as values and beliefs. Understanding the background culture of students can greatly enhance instruction. It helps the educator understand:

ü the perceptions students themselves may have as learners

ü different strategies they may have for learning

ü socializing skills

Cultural understanding is a critical part to helping students successfully function in schools. All educators should examine the students they serve and make a conscious effort to learn about the diverse cultures they are serving in the classroom. Above all, we should expand on the achievements and gains those specific cultures have brought to the United States.

Happy Hispanic Heritage Month! I have compiled a Hispanic History eBook full of ready made worksheets for students to use. Please check it out. I am proud of my work!

The enclosed worksheets are reproducible for classroom use. This E-Book should not be distributed by anyone other than the author. Enclosed are several vocabulary, sentence structure, mapping, and reading comprehension word games designed for intermediate to advanced level students of English as a second language and Spanish as a second language. The focus is on Hispanic Heritage.

These exercises are for secondary and college level ESL and or students studying Spanish. This E-Book was designed for supplemental instruction. The word games can be used to review, reinforce and celebrate Hispanic history. The vocabulary games are appropriate for individual as well as group work. The exercises can be used in class or as brief take home assignments.

The activities were designed to be enjoyable, challenging, and most importantly enlightening. They were calculated to save teachers time by supplying ready to use supplementary material.

Vocabulary is presented in context to the theme of Hispanic history in an effort to increase knowledge and understanding of the diverse cultures of the people of the United States. Students will increase their reading, writing, and vocabulary skills through exposure to the Hispanic Heritage customs, traditions, institutions, and values.

It is my hope that this activity E-Book will help develop new perspectives about America’s cultural diversity and build the self esteem of culturally diverse students. To this end, teachers should recommend students using a dictionary and or some type of reference guide with this book. Please note most answers are in the book. However, dictionaries can expedite the second language learning process immensely.

The directions to the students are simple. However, teachers should go over the directions with the students to make sure students understand the task at hand. In fact, despite there being a full answer key for teachers, it is recommended that teachers complete the packet without the answer key, to have a sincere sense of the information disseminated and skills targeted.

Since comprehension of directions is critical to second language learning, the directions are repeated and designed to familiarize students with directional terms used in many content area classes and tests. The directional terms used include:

Specific Language Impairment, known as SLI, is a newly created, non validated, fabricated language disorder created to be placed on limited English proficient students so school districts can increase their special education funding. There is no clear cut evidence on who created this disorder. There are several articles written using plausible deniability, meaning no one takes responsibility for the SLI fictitious disorder creation.

It is a non validated fictitious disorder that classifies ELL students as disabled based on their inability to speak English proficiently. Subsequent research on members of this family found a broader phenotype among affected individuals with intellectual, linguistic, and motor impairments.^[67,73,74] Moreover, affected family members were found to over regularize irregular verbs, suggesting that they did have awareness of grammatical rules but sometimes applied them inappropriately.

More complex grammatical structures may take longer to process than simpler structures. With increasing sentence complexity, structures that place greater demands on processing resources (such as grammatical inflections) may be omitted. Other factors that increase processing demands, such as phonologic complexity and even prosodic difficulty, can also impair comprehension and speech production in children with specific language impairment.^[12] Limitations in the amount of information that can be stored in verbal working memory may further constrain language processing.”

In order to understand the criminal creation of Limited English Proficient (LEP) disability students, specifically, the criminal creation of ESL special education students, based on an inability to speak English, one must understand the criminal conspiracy against rights steps involved. To this end, an examination of the recently created LEP student disability non-validated diagnosis will be discussed first. This disability is called the Specific Language Impairment disorder.

SLI stands for Specific Language Impairment. The SLI disability creation is the key part of a new criminal money laundering project created to classify non special education Limited English Proficient ( LEP) students into disability students so criminal money laundering school districts can increase funding under the disguise of special needs expenditures. The SLI project targets LEP students for special education placements in contravention to documented communicative and linguistic achievement research.

The New York City Department of Education is criminally labeling LEP Students as disability students based on the Specific Language Impairment creation. The SLI disability diagnosis creation is based on labeling LEP students as special education based on their temporary lack of linguistic competence in English.

Using the SLI creation, LEP students are criminally diagnosed as disability students based on a temporary inability to speak, read, or write in English without numerous errors in grammar and English usage. In addition, LEP students are being criminally classified as disability students due to grammatical mistakes made that are usually not those of native speakers of English, but of someone experiencing a great deal of interference from another language system.

One of the hallmarks of SLI second language learner student exploitation, is the classification of the misuse of the be verb and ed phonetic sounds, as part of this fictitious disorder. These are clear cut second language learner grammar and pronunciation problem areas that have been conquered in a matter of time using appropriate ESL methodology and instructional material noted in non ambiguous ESL/ELL curriculum guides.

In summary, the SEEP criminals at the top of the money laundering spiral, took the authentic NYS Core Curriculum for Teaching English as a Second Language, studied the problems of second language learners, and criminally turned the natural language learning temporary discrepancies, into a SLI disorder. The SEEP criminals, the NYC Department of Education Leadership and the SLI plausible deniability collaborators, have obstructed the rule of law embedded in the equal education principle. They have each, individually and collectively conspired against the God given and manmade rights of second language learners. The mockery of education is noted in the Lau decision as:

"Basic English skills are at the very core of what public schools teach. Imposition of a requirement that, before a child can effectively participate in the educational program, he must already have acquired those basic skills is to make a mockery of public education."

What NYS laws are supposed to govern and finance English language learner public education programs?

Foremost, the primary NYS legislation that funds and rules New York State ESL instructional progrmming is the New York State’s Commissioner’s Regulations Part 154. The purpose of Commissioner's Regulations Part 154 known as CR Part 154 is to establish standards for the education of limited English proficient students. In accordance with ESL standards, all districts must provide LEP/ELL students with equal access to all school programs and services offered by the district that commensurate with their ages and grade level, including access to programs required for graduation.
There are two key parts of the NYS Commissioner’s Regulations that govern ESL instructional programming. One is Part 117 and the other is Part 154. Both Parts 117 and 154 of the Regulations of the Commissioner of Education relate to the screening of new entrants and services for LEP students
The purpose of Commissioner's Regulation Part 117 is to establish standards for the screening of every new entrant to the schools to determine which pupils are possibly gifted, or have a possible handicapping condition and/or possibly are limited English proficient in accordance with subdivision 2-a of section 3204 of the Education Law.

The NYS screening assessment is the Language Assessment Battery-Revised test known as (LAB-R). Pursuant to Regulation Part 117, LAB-R is used for measuring the English language proficiency of a student who may possibly be LEP. The results of the LAB-R are used to determine the type of instructional program into which the student must be placed.

The purpose of Commissioner's Regulation Part 154 is to ensure that LEP and immigrant students attain English proficiency and meet the content area academic standards that all children are expected to meet. In addition, Part 154 is used to mandate LEP student annual assessments and this law is used to design mechanisms to determine pupils' continued eligibility
Pursuant to CR Part 154.2 (c), the test used for the NYS annual assessment of English language proficiency is The NYSESLAT (New York State English as a Second Language Achievement Test).

In New York State, The Commissioner’s Regulation (CR) Part 154 is aligned with the Federal requirements of Title III of the No Child Left Behind Act (NCLB ).

The Common Core State Standards Initiative is supposed to be voluntary as noted above. Common Core State Standards are standards written by an unknown force, disseminated to a council, and infiltrated down to each state school district, if allowed. Nationalized means a type of take over.

While reading the above noted ELL core standards, a discrepancy was noted regarding the ownership of the Common Core State Standards Initiative as a whole. One section stated the initiative was led by the state via educators and the other section stated that the initiative was led by a council. An example of such is below:

However, when one reads into the actual common core standards you find a reversal of the ownership of the Common Core State Standards Initiative.

In review of the question and answers section of the Common Core State Standards Initiative, under the question: Are common core state standards the first step toward nationalizing education? It states that: the federal government has not been involved in the development of the standards. In review of the above noted question and answer sections of the Common Core State Standards Initiative, under the question: Who is leading the Common Core State Standards Initiative? It states that:
Parents, teachers, school administrators and experts from across the country together with state leaders, through their membership in the Council of Chief State School Officers (CCSSO) …. In addition, CCSSO and the NGA Center have provided public comment periods for everyone to submit feedback on the draft standards documents. Those comments have been incorporated into the final standards.

Finally, based on reading, it is evident that the council is leading the Common Core State Standards Initiative. This is a form of dictaroship where all school districts will have to meet the same standards despite the diversity of the school. The only entity nationalizing education under the disguise of Common Core State Standards development is the Council. The above noted ambiguity in using the state and council interchangeably, as leading the initiative is indicative of covert, premeditated, education nationalization.

The council is developing, disseminating and infiltrating state standards to the local schools and using local educators for feedback, as stated, and when this process should be reversed. An Analysis

The legal right to TESOL, ELL, ESL, EFL, TOEFL, bilingual education and or LEP instructional services originated from the Constitution of the United States of America, specifically, The Fourteenth Amendment to the U.S. Constitution. This amendment established the constitutional basis for the educational rights of language minority students.

The Fourteenth Amendment states that no State can make or enforce any law abridging the privileges or immunities of citizens; nor deprive any person of life, liberty or property without due process of law; nor deny equal protection of the laws. This law was interpreted to mean that all students have a right to an education and that schools must provide a way for limited English proficient students to learn English.

How did the right to ESL and Bilingual Education instructional services manifest? It began via a law suit law suit titled: Brown v. Board of Education, 347 U.S. 483 (1954), the principle of equal educational opportunity for all students was established. This law suit impeded, stopped and revoked the "separate but equal" education doctrine that was maliciously inflicted on children based on race.

Because of the Brown v. Board of Education law suit, the Title VI Civil Rights Act of 1964 was passed. This law was supposed to prohibit discrimination in federally funded programs. This law stated that a student has a right to meaningful and effective instruction.

Based on the Brown v. Board of Education establishment of the principle of equal educational opportunity for all students, the Bilingual Education Acts of 1968 and 1974 were passed. These laws were consolidated and are known as Title VII.

Brown v. Board of Education, (1954), was intended to protect the constitutional rights of all students, regardless of race or national origin. This lawsuit established principles that have formedthe legal right to ESL and bilingual education via, Acts, regulations and guidelines that govern direct and impact all ESL and Bilingual instructional programmings in the United States up to today!

Recent immigrants may face even more challenges than other English language learners as they attempt to adjust to a new country and culture. One approach to easing that adjustment is the newcomer school, which may be a school within a school (Olsen, 1997) or, like New York City's award-winning International High School, a stand-alone school enrolling only recent immigrants. These schools provide immigrant students with intensive English-language instruction, content-area support in their native languages, and culturally responsive student and social services.
However, school districts may not have sufficient numbers of immigrants or enough community support to maintain this model. And some researchers express concern about extended linguistic segregation because of the lack of interaction with U.S.-born peers, potentially lower standards for academic achievement and opportunity, and lack of access to social networks that will serve these learners in the future (Gándara, Rumberger, Maxwell-Jolly, & Callahan, 2003).

A promising classroom structure sometimes called the ELL cluster model has emerged in some schools to integrate some of the benefits of newcomer programs while avoiding linguistic segregation from native-English-speaking peers (Rance-Roney, 2008). A special cohort of content-area teachers is trained in methods for teaching the English language and in theories of second-language acquisition. Within these globally focused classrooms, one-quarter to one-third of the students are English language learners and the remaining students are native English speakers.

This classroom model uses elements of the sheltered instruction approach for ELLs, a class structure wherein content mastery and academic language skill are developed concurrently. Although the class is conducted in English, classroom aides who speak the ELLs' native languages may assist. The teacher creates an environment that legitimizes the students' appropriate use of the native language to support the learning of academic content. Native English speakers in cluster classrooms benefit from the diverse perspectives their multilingual students bring to class discussion.

The Dynamics of an Effective Intermediate Level ESL Program

An effective intermediate level ESL program has clear cut intermediate level goals and objectives, specifically designed for ESL students living in the United States for more than one year. These students are usually somewhat English fluent and have a relatively low standardized English or reading test score. The intermediate level student is the English language learner who can communicate fluently in English but demonstrates poor grammar, reading writing skills and has a limited vocabulary and grasp of cultural concepts. This type of student lacks linguistic proficiency in English, because of an inability to speak, read, or write in English without numerous errors in grammar and English usage. In addition, the mistakes made are usually not those of native speakers of English, but of someone experiencing a great deal of interference from another language system. Specific goals and objectives should be written for the English fluent speaking student. Instructional plans should be structured in ways which best take into account the students: age, maturity, general aptitude, and proficiency in the first language, rate of progress and cultural background. Most importantly, sensitivity to the knowledge of the primary culture of students should be demonstrated by way of developing instructional plans with a multicultural focus. Student progress should be assessed on an ongoing basis. Students should be tested weekly so progress can be assessed and instruction modified as needed. Identifying and placing ESL students in appropriate courses is critical to the development of an effective ESL program. Equity in higher education: The DREAM Act 2010

Did you know that because of the 1981 landmark Supreme Court decision in Plyer v Doe, undocumented immigrant students have had access to public, K-12 education? This is a good thing. However, the problem arises once the undocumented minors graduate from high school.

Unfortunately, no order or legislation has been passed yet that could provide postsecondary undocumented students an opportunity to regulate their legal standing and or pursue their higher education dreams. This inequality has effectuated the need for what is called, the DREAM Act, the Development, Relief and Education for Alien Minors Act.

The Dream Act would benefit young adults brought by their parents to this country as young children. Some of these children came when they were infants. These children, young adults now, had no decision in coming to this country. They came with their parents and because of the above noted equal educational opportunity law suit they were able to get an elementary and secondary education, despite their undocumented status.

The DREAM Act would alleviate the inflicted inequities bestowed on these children via their parent’s undocumented status. The DREAM Act is a needed piece of legislation consistent with other law suit decisions focusing on equal educational opportunities. An excerpt of the Dream Act is below:

The Development, Relief and Education for Alien Minors Act (The "DREAM Act") is a piece of proposed federal legislation in the United States that was introduced in the United States Senate, and the United States House of Representatives on March 26, 2009. This bill would provide certain illegal immigrant students who graduate from US high schools, who are of good moral character, arrived in the U.S. as minors, and have been in the country continuously for at least five years prior to the bill's enactment, the opportunity to earn conditional permanent residency. The alien students would obtain temporary residency for a six year period. Within the six year period, a qualified student must have "acquired a degree from an institution of higher education in the United States or [have] completed at least 2 years, in good standing, in a program for a bachelor's degree or higher degree in the United States," or have "served in the uniformed services for at least 2 years and, if discharged, [have] received an honorable discharge."[1] "
